There are a maximum of 9 members of the Four Swannes Governing Body. Each member serves a four year term, after which, they can stand for re-election.
The Instrument of governors is issued by HCC but the governors of Four Swannes agree the constitution of the governing body.

Working Together for Four Swannes
At Four Swannes Primary School, we’re proud of our team of school governors. They’re a group of volunteers who care deeply about our school and help make sure every child has the best possible start in life.
Governors come from all parts of our community – parents, staff, and local residents – and together they bring a wide mix of skills, experience, and ideas.
What Do Governors Do?
School governors help to shape the direction of the school. They don’t run the school day-to-day – that’s the job of the Headteacher and staff – but they work behind the scenes to make sure the school is well led, well supported, and always improving.
Our governors:
· Help set the school’s aims and priorities
· Keep an eye on how well children are learning and developing
· Make sure the school’s budget is spent wisely
· Support and challenge the Headteacher and staff team
· Represent the views of parents and the local community
They meet regularly throughout the year and visit school to see what’s happening in classrooms, on the playground, and across the wider school community.
Why It Matters?
Good governance makes a big difference. It helps the school stay focused on what really counts – happy children, great teaching, and a caring environment where everyone can thrive.
Our governors work together with staff and families to make sure Four Swannes continues to be a place where children feel safe, valued, confident, and ready to take on new challenges.

Graeme is the Financial Controller at Thirsk Winton LLP, a modern law firm based in Woodford Green. As a Fellow of the Institute of Chartered Accountants in England and Wales, he brings over 30 years of experience in helping organisations make confident and informed decisions.
Graeme has been involved in school governance for over 25 years, including as Chair of several primary schools, a governor at a secondary school, and a trustee of a multi-academy trust. In 2024, he was proud to become Chair of Governors at Four Swannes Primary School.
Graeme is passionate about strong, supportive governance that creates a school environment where every child can thrive. He believes that with the right leadership and encouragement, teachers can do far more than simply fill buckets—they can light fires, inspiring children to love learning and grow in confidence, curiosity, and creativity.
My name is Jean Bailey, and I am Vice Chair of Governors of Four Swannes & SENCO Link Governor and attendance Link Governor.
I have been a governor for a number of years, thirteen of which as Chairman. Before that, I was involved with education, working as a TA in another Primary School.
I live in Cheshunt with my husband and our two now grown-up children, both of whom have a learning disability, hence my involvement with SENCO.
Over the years, I have seen the school evolve and, with the rest of the Governors' help, I hope to see the school grow from strength to strength under the leadership of the Head Teacher, Mr Moore. I know that he and his dedicated team of staff have lots of ideas to help your child reach their full potential in friendly, safe and secure surroundings.
I thank you all for coming into the school and supporting your child in whatever they do, be it homework, sport or school plays. Your support is always most appreciated by both staff and children.
Dear Parents
My name is Peter Bailey, and I am the Health & Safety Governor at Four Swannes
I have lived and worked in Cheshunt for the past forty-five years. My work background has mainly been in School Premises Management, so it came as no surprise to me that I was persuaded by my wife Jean (The then Chair of Governors) to join the governing body and become the Health & Safety Governor. I am more than happy to roll up my shirt sleeves and help in any practical way I can. A very important part of my role is to help keep all the staff and children safe and secure in the School.
I really feel at home in the school as there is a good atmosphere and vibe to it. All the staff are very friendly and dedicated in what they do. The children are very polite and inquisitive in wanting to know what I am doing in their school.
